This headline appeared in the Sun in a story about Daniel Radcliffe. Seemingly the star of "Harry Potter" was spotted in a bar in St Petersburgh in Russia on a wild night out to celebrate his 21st birthday. The headline is a reference to his drunken state. "One over the eight" means "drunk", but of course they 'cleverly' used "wand" in reference to his wizardly past.
