This headline in the Sun newspaper refers to a recovery in the property market in the UK.  When people buy a home in the UK they rarely think of staying there for the rest of their lives.  Instead it is seen as a “rung” on the “property ladder”.  The idea being that your next home will be bigger and better.  So the headline is a play on the term “property ladder” to show that people are glad that there are signs of recovery.
