English in Use - Rompuy pumpy is EU's numpty

A selection of headlines from stories in the news. They use English in a way that you might think is intended to confuse but it's all perfectly clear to the native speaker.

Well I say "perfectly clear" but this headline from the Sun newspaper has me stumped.  I know what each part of it means, but what exactly they're trying to say is beyond me.

I can only presume that "Rompuy pumpy" is a play on the phrase "rumpy pumpy" which is English slang for "sexual intercourse".  A numpty is an idiot or fool.  So, I can only presume that the Sun is calling the "second leader of the free world" a sexually promiscuous idiot.

When I mentioned this headline to hubby he said, "What?"
