If you want to set up a website in China, you will have to submit identity cards and a photo of yourself, as well as meet regulators, before your domain name can be registered.
(In some ways it's similar in Germany, you can't register a .de domain unless you have a German bank account. That said, I guess I won't be setting up learnenglish.cn any time soon.)
